The Preserves at Westfields

Situated on over 50 acres, The Preserve at Westfields development in Chantilly, Virginia will ultimately include 155 townhomes, 650 multifamily units, and 10,000 square feet of upscale retail. Extensive offsite public improvement requirements, new onsite infrastructure construction, and high-end amenities, along with four phased residential take-downs and multiple stakeholders, added to the challenges of this luxury mixed-use project.

The Project

The project required extensive offsite public improvements including relocation of existing dry utilities, VDOT road widening and median reconstruction, installation of new entrance traffic signals, relocation of existing intersection traffic signals, and improvements to the adjacent Fairfax County Supervisor’s parking lot. In addition to new onsite infrastructure and residential/commercial pad sites, the project involved construction of amenities including an amphitheater, pavilion, community commons area, and nature trails with pedestrian boardwalks and bridges along an existing lake.

Project Oversight

The size and complexity of this project led to the creation of four separate General Contractor (GC) packages (offsite public improvements, overall rough grading/site demolition work, and two finish grade packages), along with seven supplemental packages (walls, dry utilities, site lighting, irrigation, and multiple special amenity contractors). In addition to procurement activities, SmartSite managed the monthly progress reporting and change order management for the various contracts.

Budget & Schedule

With multiple stakeholders and multiple GC contracts, detailed project coordination was a must. SmartSite’s team provided detailed budget allocations broken down by contract and area of work, with monthly updates to all stakeholders. An overall master schedule with multiple completion milestones provided regular updates regarding progress of the work and proffer compliance.

Field Analysis

To provide proper storm water management (SWM) for the final development, an existing lake on site was modified. Construction of a new large control structure and box culvert in the middle of the only access road to the North portion of the site. Additionally, the existing lake had to provide the appropriate storage capacity to meet SWM requirements. SmartSite’s drone data collection methods, along with civil 3D BIM capabilities, allowed the team to determine the existing volume of the lake and provide direction to meet required capacities.
